In 2013, the Fraunhofer-Gesellschaft signed the European Commission Recommendation of March 11, 2005 on the European Charter for Researchers and on a Code of Conduct for the Recruitment of Researchers, and has implemented the 40 recommendations. The EU views the »European Charter and Code for Researchers« as a major factor for the attractiveness of scientific institutions as employers and for their commercial success. By signing the European Charter and Code for Researchers, the Executive Board of the Fraunhofer-Gesellschaft has clearly indicated to the outside world its commitment to this issue.
To make clear that Fraunhofer has not only been implementing the European Charter and Code for Researchers for years, but also continuously further developing it in key areas, the Executive Board decided to submit a Human Resources Strategy for Researchers (HRS4R) for Fraunhofer and thereby apply to the European Commission for the EU’s »HR Excellence in Research« logo. To this end, Fraunhofer carried out a comprehensive internal analysis and drew up an action plan.
